The Enforcers are the High King's secret police force. Unlike legionaries, they are able to shape as well as use traditional weapons (i.e. spiked maces, crossbows, and swords). They are led by Owendell, and many of them are shapecrafters. As a result, most of their powers have been affected or tainted by shapecrafting. However, only their most elite units know about Ramarro. They often wear black armor and ride on mounts. They usually ride horses, though in Sambria they are able to use shaping to ride mounts like rag beasts and jungle cats. The Hunter was formerly one of their best operatives. Ellowine enforcers can do things like create the illusion of darkness and turn living beings to stone, as they did with Cole's horse, Ranger. Creonese enforcers, meanwhile, can create wayports, while enforcers from Necronum have contacts with echoes and even have the authority to do things like steal bodies in longsleep and burn down temples. Enforcers in Zeropolis can tinker and have access to otherwise illegal technology, such as aircrafts and drones. They have a known stronghold called the Island Keep in Sambria, where they held the High King and his family in Time Jumpers. However, they are largely headquarted in Owandell's part of the First Castle. They occasionally gather beneath it (at the Founding Stone) to hold secret meetings and communicate with Nazeem.
